ReverseMortgageWhitby.ca explains, for Whitby homeowners 55 and older, how to add a suite to the home they already own. It covers what the Town allows, what it charges, the rebate deadline coming up, and how a reverse mortgage can pay for the build.
What Whitby calls a secondary suite
The Town of Whitby calls a secondary suite an additional dwelling unit, or ADU. It can be a basement or other apartment inside your house. It can also be a garden suite or coach house in a separate building on the same lot.
Council allows up to three additional dwelling units on a residential lot, according to the Town’s 2025 housing monitoring summary (Town of Whitby, June 2025). Whitby issued 288 permits for these units in 2024 alone.
The exact rules for your lot come from the Town’s planning staff, at [email protected]. Ask them about size limits, parking and any rules for rural lots before paying for drawings.
Fees, registration and the Town’s rebate
Registration before you rent
Every unit must be registered with the Town before it is rented out. Under By-law 8156-25 the fee is $268 per unit, or $534 if the Town learns about the unit through a complaint (By-law 8156-25).
The Housing Accelerator Fund incentive
Whitby will repay several fees on a new unit through its Housing Accelerator Fund incentive. The refund covers the building permit fee, the registration inspection fee, the curb cut fee, the below-grade entrance fee and education development charges.
The deadlines are firm (Town of Whitby, 2026):
- A complete building permit application by December 31, 2026.
- The unit registered and the agreement signed by March 31, 2027.
- If you miss that, the money must be repaid by April 30, 2027. The Town says there are no extensions.
The Town doesn’t publish a maximum dollar amount for the refund.
Development charges
Municipal development charges don’t apply to units that meet Ontario’s rules for additional units (O. Reg. 454/19). School board education charges do apply to a detached garden suite, and those are among the fees the incentive repays.
Heritage homes in Brooklin and downtown
Proposed work in a heritage conservation district needs a heritage permit first. Whitby has two: the Brooklin district, with 169 properties, and the Werden’s Plan district downtown, with 250 (Town of Whitby).
Ask [email protected] whether a new side entrance, new windows or a garden suite on your lot needs one. Homes in the Brooklin heritage area and downtown Whitby should start with the Town’s heritage staff.
Why homeowners 55 and older add a suite
Keeping family close is one reason. An adult child, a grandchild or a parent can live a few steps away, with their own door and kitchen. A live-in caregiver is another option, which ties in with paying for care at home in Whitby.
Rent is the other reason. A rented unit can bring in income each month. Rent is reported on your tax return, so ask your accountant how it fits with your pension and benefits.
Some families use a suite to help an adult child save for a place of their own. If that is your goal, helping your child buy a Whitby home covers a different route.
Using a reverse mortgage to pay for the suite
There are no required monthly mortgage payments on a reverse mortgage. That means rent from the suite doesn’t have to cover a loan payment, and family can live there at whatever rent you choose. Property tax, home insurance and upkeep stay your responsibility.
How the money is paid out
You can take a first amount for the design, permits and early work. Depending on the lender, more can be taken later as the build moves ahead. Interest is charged only on money you’ve received.
How much is available
The most you can borrow rises with age, from about 46% of your home’s value at 55 to about 60% from age 78. Anything still owing on the home is paid off first from that same amount. The Whitby reverse mortgage calculator shows a first figure.
Tell Richard about the suite when you apply
Mention the suite plan at the start. Lenders and the appraiser take a planned or existing unit into account, and the home must stay your primary residence. You keep living in the main part of the house.
Your home and your estate
You can never owe more than your home is worth (its fair market value) when the mortgage comes due, as long as property taxes, insurance and upkeep are kept up. Over time, interest is added to the balance, and rising Whitby home prices can make up for part or all of it.
The one-time costs of setting up the mortgage, including the appraisal and legal fees, are in the guide to reverse mortgage costs in Whitby.
The order of steps
- Ask the Town’s planning staff what your lot allows.
- Get a design and quotes from contractors.
- Ask for a reverse mortgage estimate, so you know how much is available.
- Send a complete building permit application by December 31, 2026 if you want the Town’s fee refund.
- Build the unit, then register it with the Town before anyone rents it.
Getting a recommendation
Richard Hopkins, Mortgage Broker, compares every reverse mortgage lender in Canada for Whitby homeowners. He sets up home equity lines of credit, refinances and regular mortgages as well. With all of them weighed, you get a recommendation based on your situation, even if it’s not a reverse mortgage.
Whitby homeowners deal with Richard by email and phone, and the relative moving into the suite can be copied on every message. You never need to visit an office.
The parts Richard takes care of
- Works out what your Whitby home could put toward the build
- Checks every reverse mortgage lender in Canada against your plans
- Takes your suite plan into account from the first estimate
- Sets up a first amount, with more later where the lender allows it
- Looks at a home equity line of credit or refinance as well
- Explains what happens to the mortgage if family lives in the suite
- Copies your children on every email, if they are part of the plan
- Helps you choose a lawyer near you for your independent legal advice appointment (ILA), and contacts them for you
